The NOPLE Habitat Recovery Strategy

I. Introduction

A lead entity’s Salmon Habitat Recovery Strategy serves to guide selection and ranking of projects within its geographic boundaries. The strategy identifies salmon species needs, prioritizes geographic areas and types of restoration and protection activities, and identifies local socio-economic and cultural factors as they relate to salmon recovery. These stakeholder-supported strategies increase effective decision-making by lead entities and define and clarify roles between lead entities and the broader salmon recovery planning environment.

The NOPLE Habitat Recovery Strategy is continuously updated to reflect new information, and serves the following purposes:

  • Clearinghouse of local salmon stock and habitat information and priorities to general public
  • Network builder of local salmon habitat recovery entities
  • Source of information for prospective grant applicants
  • Description of NOPLE-scale priorities agreed upon by NOPLE entities, which NOPLE uses to prioritize lists of local SRFB project proposals, and which the SRFB uses to justify amount allocated toward funding such list
  • Description of watershed-scale priorities agreed upon by watershed stakeholders, to be used when developing projects
  • Non-regulatory habitat recovery chapter of ESU-level recovery plans

The NOPLE Strategy was originally developed in 2001, was subsequently slightly updated in 2004, and is currently undergoing further revision, to be completed before the 2005 6th SRFB Round. The strategy guides SRFB project prioritization decisions made by NOPLE. For the purposes of completing a SRFB application, the project applicant will need a copy of the strategy.
